If you wanted to add someone that was already on the tree as a sibling to someone else, first you would need to make sure that at least one sibling had parents on the tree. You can then go onto one sibling and click 'change or delete', then 'change parents', then 'choose new parents from tree'. If you choose the parent of the other sibling, then they should be displayed as siblings on the tree.
