I have 2 children who were adopted out at birth but are still in the family. How would I add them to the family tree?

I'm not sure what you problem is.  You would add them in with their birth parents, just like any other children.  Where and with whom they are living now doesn't change their relationship to the tree.

I have this issue - I just want to add them as an adopted sibling not add their parents as well
They are still part of the family but I don't want a whole other tree
