Is it possible to import data from a file (CSV, Plain Text, etc.)?

If I download the entire tree in a currently accepted format, can I reupload the file with modifications or new additions? It would be good to see a preview option to ensure that the tree will not break unexpectantly.

It is not. but there are programs that will turn a CSV into a GEDCOM file, which you can import. I haven't tried any of them, but I did search for "CSV to GEDCOM" and they do exist.

Edit: I really just answered your title. You can only import GEDCOM and FamilyScript files.
