I didn't realize it didn't work for a time, but I just created a new tree and though I didn't upload/import a file as I was starting from scratch, the option appeared for me. I just checked again, and clicking on the button normally opened file selection, and selecting a file resulted it in being uploaded. Whatever issue there was appears to be fixed now.
