Why can I pick Color label for only some people on my tree?

Question 1

On the Personal tab, when I click Edit, I sometimes see the Color label field under the Title field, but sometimes I don't. Is there a way to select a Color label for every person on my tree?

Color labels are a part of the extra fields that become available after you select the arrow next to the Given names text box.
